What is a CEDS?

A CEDS is a five-year economic development plan that follows the U.S. Economic Development Administration’s (USEDA) collaborative planning framework.

Why create a CEDS?

The CEDS provides a vehicle for individuals, organizations, local government agencies, educational institutions, and private industry to engage in conversation about the County's economic future. Local leaders work collaboratively to address the County's challenges, shine a light on its opportunities, and ultimately improve economic prosperity for all. The CEDS also enhance the potential for cities within San Joaquin County to secure funding for infrastructure and technical assistance from federal, state, and private foundations.

Why do we need another plan?

The County of San Joaquin's CEDS does not replace or compete with existing plans. Instead, the CEDS will align with and incorporate other plans that have been completed by the cities, county, and the region. The goals, objectives, initiatives, and projects in other plans are acknowledged in the County's CEDS and incorporated into the Action Plan as appropriate.

Who is in charge of the CEDS?

The County of San Joaquin's Economic Development Association is managing the CEDS process with assistance from an experienced consulting team. The CEDS vision, goals, and strategies are guided by a committee that represents the main economic interests of the region and includes representatives from both public and private-sector organizations throughout the county.

How can I participate?

As the county initiates the development of the 2024-2029 CEDS, your participation isn't merely important; it's essential! Participation in the surveys enables us to gather insights and suggestions from community organizations, businesses, and residents through a range of avenues, including meetings, focus groups, interviews, and online surveys. 

 

San Joaquin Community Stakeholder Workshops Held

We invited San Joaquin Community Stakeholders to participate in workshops happening throughout the county. These workshops were designed to gather valuable insights on priority projects and services, celebrate achievements, address challenges, and explore new opportunities within our community. The input received is crucial in shaping the future of our region.

This report is a document that provides detailed economic and demographic information for any particular jurisdictions. It analyzes local conditions, identifies problems and opportunities, defines the vision and goals of a community, designs the strategies to accomplish these goals, coordinates activities to implement these strategies, and evaluates and updates the process.

On May 30, 2024, San Joaquin County issued a press release to inform the community about the SJC CEDS update and to promote participation in the surveys. The release emphasized that community feedback is crucial in shaping the priorities and values for the County's economic investments.

SJC CEDS 2024 Informational Session

On June 5, 2024, San Joaquin County personnel, in collaboration with Vicki Doll from Chabin Concepts, Inc., conducted an informational session. The session provided a comprehensive overview of the Comprehensive Economic Development Strategy (CEDS), covering its purpose, implementation, and the stakeholders involved. Additionally, it included a Q&A segment to address participants' questions.
